Stephen WHITTER is described as a Caucasian male, 52 years of age, 5’7” (171 cm), 165 lbs (75 kg) with brown hair and hazel eyes. WHITTER has a Tattoo of an ‘Eagle’ on his Right Upper arm, and a ‘Cross’ on his Left Upper Arm.
