(LAURENTIAN VALLEY, ON) - A City of Pembroke resident is facing numerous charges after the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) located a stopped vehicle on Highway 17.
Shortly before 2:00am on July 12, 2025, members of the UOV OPP observed a stopped vehicle on the shoulder of the road with its driver side door open in the live lane of traffic on Highway 17. As part of the investigation a standardized field sobriety test was conducted, and the driver was transported to the detachment for further testing.
As a result of the incident 26-year-old Quinton RACINE has been charged with the following Criminal Code (CC), Highway Traffic Act (HTA), Liquor Licence and Control Act (LLCA), and Compulsory Automobile Insurance Act (CAIA) offences:
- Operation while impaired - alcohol and drugs (CC)
- Fail to comply with probation order (CC)
- Failure to comply with release order - other than to attend court (CC)
- Having care or control of a motor vehicle with open container of liquor (LLCA)
- Fail to surrender permit for motor vehicle (HTA)
- Driving while under suspension (HTA)
- Fail to surrender insurance card (CAIA)
The accused had their driver’s licence suspended for 90 days and vehicle impounded for 7 days. The accused was held in custody for a bail hearing on July 12, 2025, and appeared at the Ontario Court of Justice in Pembroke.
