(CLARENCE-ROCKLAND, ON) - A single-vehicle collision in Clarence-Rockland has resulted in several charges, including impaired driving.

On Tuesday, December 2, 2025, shortly before 12:30 am, officers from the Russell County Detachment of the Ontario Provincial Police (OPP) responded to a report that a car had failed to stop for a stop sign and left the road at the intersection of Concession Road 7 and Boudreau Road. The vehicle had extensive damage, and a quantity of cannabis was located inside.

The driver was arrested and transported to the detachment for testing.

Jean-Francois MONTMINY, age 31 of Rockland has been charged with:

  • Operation while impaired - alcohol and drugs
  • Having care or control of a vehicle with cannabis readily available
  • Failing to stop for a stop sign

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in L’Orignal on January 14, 2026.

The individual’s driver’s licence has been suspended for 90 days, and their car was impounded for seven days.
