TRAFFIC STOP ON HIGHWAY 11 LEADS TO DRUG TRAFFICKING CHARGES

(POWASSAN, ON) - Two individuals from southern Ontario are facing multiple drug trafficking charges after Ontario Provincial Police (OPP) stopped a speeding vehicle on Highway 11 in Powassan.

On Saturday December 13, 2025, at approximately 5:00 pm, members of the North Bay OPP conducted a traffic stop for speeding on Highway 11. During the stop, officers observed an unsealed container of cannabis inside the vehicle, leading to a search under the Cannabis Control Act.

The search resulted in the seizure of suspected cocaine, oxycodone tablets, cannabis, a digital scale, cell phones, and approximately $2,000 in Canadian currency.

As a result, Kadeem PHILBERT, 33, of Toronto, has been charged with:

  • Possession of a Schedule I substance for the purpose of trafficking - cocaine
  • Possession of a Schedule I substance for the purpose of trafficking - opioid
  • Possession of proceeds of property obtained by crime under $5,000

Isaiah ASHEM-HIBBERT, 29, of York, has been charged with:

  • Possession of a Schedule I substance for the purpose of trafficking - cocaine
  • Possession of a Schedule I substance for the purpose of trafficking - opioid
  • Possession of proceeds of property obtained by crime under $5,000
  • Speeding -30- km/h over the posted limit

Both accused were released from custody and are scheduled to appear at the Ontario Court of Justice in North Bay on January 13, 2026.
